Mike Carroll has devoted his entire state career of more than 25 years to serving the Florida Department of Children and Families. He led the department’s development of a first-of-its kind website to allow public review of abuse-related child deaths, giving communities the ability to identify and bridge gaps in local services. He also hired the state’s first Assistant Secretary for Child Welfare and first Child Fatality Specialist, and oversaw an in-depth review of the state’s mental health treatment facilities and behavioral health system.

Ms. Daly has held leadership positions since 2007 at the Florida Department of Juvenile Justice as the Deputy Secretary, Chief of Staff, Legislative Director, and the External Affairs Director. As Deputy Secretary, Ms. Daly was responsible for the operational oversight of the entire continuum of service delivery. She has worked nationally with the Annie E. Casey Foundation, the Robert F. Kennedy National Resource Center and Georgetown University’s Center for Juvenile Justice Reform, where she is a member of the Juvenile Justice Leadership Network.
